BASIC PRINCIPLES FOR MANAGING INTELLECTUAL PROPERTY IN THE DIGITAL ENVIRONMENT
PRINCIPLE 5
5. Facts should be treated as belonging to the
public domain as they are under current law.
The educational mission requires that all who are
engaged in it be able to examine and analyze facts without
restriction. Compilations of facts that are creative or add value may
be protected by copyright, but the facts themselves are and should
remain in the public domain.
